A Tier 0 foundation for governed AI and low-code

Central-Government Shared-Services Organisation  ·  Public Sector  ·  UK  ·  Completed

 CONTEXT

A central-government shared-services organisation supporting two policy departments needed to balance AI and low-code innovation with strict governance, data sensitivity and compliance — with no consistent, scalable baseline to build on.

WHAT I DID

•     Designed and implemented their Power Platform enablement and governance on a Tier 0 model — the foundational layer of guardrails that everything else inherits by default.

•     Keyed rigour to criticality, data sensitivity and regulatory impact, so governance flexes to risk rather than applying one setting to everything.

•     Produced the reusable artefacts, standards and templates to make the model operational.

OUTCOME

A scalable governance foundation, applied across the organisation’s use cases — and the platform they now treat as the base for their Copilot Studio enablement.

WHY IT MATTERS

A solid Tier 0 means every future use case and agent inherits safe-by-default guardrails, instead of re-litigating governance each time.
