An enablement and governance model, designed across eight functions

CONTEXT

A national healthcare shared-services organisation needed to adopt Power Platform safely and at pace — with governance and enablement robust enough for a regulated healthcare environment, and owned across every function that would have to live with it.

WHAT I DID

•     Designed the enablement and governance operating model with the full cross-functional group in the room — Product Owner, Solution Architect, Enterprise Architect, Service Manager, Learning & Development, Change Management, Security, and GRC.

•     Built the model as the foundation for a later Copilot Studio rollout — governance and enablement first, technology second.

•     Worked across all eight roles so the model was co-owned, not imposed by a single function.

OUTCOME

A complete operating-model design, validated across eight functions. Operationalisation was subsequently paused by a wider reorganisation across that part of the NHS — the design stands, ready to resume.

WHY IT MATTERS

Governance designed with Security, GRC, Change and delivery in the same room is governance that sticks — the difference between a model people use and one they route around.
